In my experience, it takes quite a lot of time and effort to get the first few people signed up, but you only need a few proactive types on board to invite others and get the word out for it to start taking off. It's that catch 22 situation - because they don't use it, they don't know how beneficial it is, so they don't use it. Keep at it.
